ICAC steps up publicity on clean and fair DC By-election

In view of an upcoming by-election of the Southern District Council (DC), the ICAC has prepared information booklets and publicity pamphlets to remind candidates, election agents and voters of the importance of upholding a clean and fair election.
The information booklet has been distributed to candidates participating in the by-election of the Tin Wan constituency of the Southern DC to be held on November 21, through the Registration and Electoral Office.
Highlighting major provisions of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO), the booklet also contains a checklist of “ Dos and Don'ts” to help candidates and their election agents avoid inadvertent breaches of the law.
A leaflet will be mailed to voters to appeal to their support for a clean and fair by-election.
An ICAC spokesman noted that in regard to the 2003 DC Election, 1009 complaints have been received.
"About 80 per cent of these complaints concerns relatively minor allegations, including failure to lodge election returns as required by the law and publishing false or misleading statements about a candidate," the spokesman said.
Meanwhile, the ICAC will also arrange briefings for candidates, election agents and helpers as well as other concerned parties upon their requests to further explain the relevant laws.
An ICAC representative today attended a briefing organised by the Electoral Affairs Commission to remind candidates and election agents of the common pitfalls in past DC elections.
Members of the public may ring the Commission's 24-hour Election Hotline 2920 6530 for enquiries in relation to the ECICO and related issues during the by-election period. Complaints can be made to ICAC's Report Hotline at 2526 6366, or any ICAC's region al office.
