Voters and candidates urged to support clean VR by-elections

In view of the upcoming Village Representative (VR) By-elections to be held later this month, the ICAC has set up a 24-hour enquiry hotline as part of its publicity to promote clean and fair elections.
The hotline 2920 6530 has been launched for public enquiries in relation to the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) and other related issues during the by-election period.
"We have also produced an information booklet featuring major provisions of the ECICO to help candidates and election agents better understand the legislation so that they will not breach the electoral law unknowingly," ICAC Programme Co-ordinator (Electi ons), Miss Rosaline Cheung Oi-lung, said today (Monday).
The information booklet has been distributed through the Home Affairs Department to candidates participating in the by-elections to be held on November 28.
"The ICAC has so far received 139 complaints alleging irregularities in relation to the 2003 VR Elections. About half of them concerned voting offences which involved providing false or misleading information for registration and voting at the election," Miss Cheung said.
She added that only eligible voters should cast votes in the VR by-elections.
Miss Cheung also attended a briefing organised by the Electoral Affairs Commission today to alert candidates and election agents to the common pitfalls in past VR elections.
"We will attend briefings for candidates, election agents and helpers as well as other concerned parties, to further explain the relevant electoral laws, if necessary." said Miss Cheung.
ICAC posters have been distributed to the rural organizations and District Offices concerned to remind villagers of the importance of upholding "Clean VR Elections". A publicity leaflet will also be mailed to voters reminding them to abide by the law in participating in the by-elections.
