C&E officer charged for allegedly accepting bribes over restricted and staff movement information

An officer of the Customs and Excise Department (C&E) was today (Tuesday) charged by the ICAC for allegedly accepting $82,000 in bribes for retrieving restricted information on the status of six companies which had been subjects of C&E investigation, and providing information on the deployment of officers of the Textiles Tactical Strike Units (TTSUs) of C&E.
Ricky Len Sing-yan, 34, Assistant Trade Controls Officer of C&E, faces two counts of conspiracy for public servant to accept advantages, contrary to Section 4(2)(a) of the Prevention of Bribery Ordinance and Section 159A of the Crimes Ordinance.
The defendant will appear in North Kowloon Magistracy at 9:30 am on Thursday (November 18, 2004) for mention, pending the transfer of his case to District Court.
Len was arrested by the ICAC during a corruption inquiry in September this year. C&E had provided full assistance to the ICAC during the investigation.
One of the charges alleges that Len had conspired with a garment factory operator to accept $12,000 as a reward for Len to use his position to submit 11 "Request for Record/Information" forms for retrieving restricted information under the Textile Control Registration with the Textiles Export Control System in respect of six companies.
Len is also alleged to have conspired with the garment factory operator to accept monthly payments totalling about $70,000 as rewards for supplying to the operator information about the duty rosters of TTSUs of the Textiles Tactical Investigation Bureau o f C&E.
The alleged offences took place between October last year and September this year.
The defendant has been released on ICAC bail, pending his court appearance on Thursday.
