Chief Inspector of Police faces court for alleged loan fraud

A Chief Inspector of Police, charged by the ICAC for allegedly defrauding loans totalling about $880,000 from a licensed money lender, appeared in Shatin Magistracy today (Friday).

Leung Sing-fai, 46, pleaded not guilty to three counts of fraud.

Magistrate Mr Michael Jenkins adjourned the case until March 2, 2005 for a pre-trial review. The trial was scheduled for April 20, 2005.

The case arose from a corruption complaint. Subsequent enquiries revealed the alleged fraud offences.

Leung was alleged to have falsely represented to United Asia Finance Limited (UAF) that information provided on three loan application forms dated August 10, 1999, March 9, 2001 and February 23, 2002 respectively was true, accurate and complete.

It was alleged that based on the false representations, UAF was induced to grant Leung three personal loans totalling $879,000.

Leung was granted cash bail of $10,000. He was also ordered not to leave Hong Kong, and reside at the reported address.

The prosecution was today represented by ICAC officer Bonnie Wong.
