Trio face ICAC charges over exploitation of wages

Three senior executives of a cleaning company were today (Monday) charged by the ICAC for an alleged fraud to deceive the Leisure and Cultural Services Department (LCSD) over the wages paid to cleaning workers in relation to a LCSD cleansing contract.
Yu Lai-yin, 42, general manager of Yu's Tin Sing Enterprises Co. Ltd. (Yu's Tin Sing); Ng Lam-tim, 51, and So Mun-yu, 28, respectively contract manager and district manager of Yu's Tin Sing, were brought to the Eastern Magistracy this afternoon on one cou nt of conspiracy to defraud LCSD.
No pleas were taken. Magistrate Mr Ian Candy adjourned the case to February 7, 2005, pending transfer to District Court.
Yu was granted bail of $100,000 in cash, while Ng and So were each allowed cash bail of $50,000. The defendants were also ordered not to leave Hong Kong, and not to interfere with prosecution witnesses.
The defendants were earlier arrested during a corruption investigation. Subsequent inquiries revealed the suspected fraud.
They were alleged to have conspired together to defraud LCSD by falsely representing to the Department that Yu's Tin Sing had paid its cleaning workers the stipulated wages in accordance with that specified in a contract between the company and the Depart ment, and inducing LCSD to make monthly payments to Yu's Tin Sing pursuant to the said contract.
It was suspected that those workers had not been paid the stipulated wages in full.
The alleged offence took place between December 2003 and April last year.
The prosecution was today represented by ICAC officer Peter Choi.
