ICAC's operational and training facilities to be upgraded with purpose-built Headquarters Building

The ICAC is expected to have its operational and training facilities upgraded by late 2007, further enhancing its overall efficiency, with the completion of its purpose-built Headquarters Building project in North Point.

Officiating at the ground-breaking ceremony of the construction of ICAC Headquarters Building today (Thursday), ICAC Commissioner, Mr Raymond Wong Hung-chiu, said: "The construction of the ICAC Headquarters building marks a milestone in Hong Kong's anti-c orruption history and highlights the government's long-term commitment to the fight against graft."

The purpose-built Headquarters Building will put ICAC's various departments and facilities under one roof for the first time since its inception in 1974.

"A comprehensive range of operational and training facilities, to be coupled with a more advanced information technology (IT) framework, will help enhance our capability to investigate increasingly complex corruption cases and upgrade our professional tra ining for staff.

"The overall efficiency of ICAC's various departments will be further enhanced with these enhanced facilities and IT support," the Commissioner said.

Over the years, the ICAC has suffered from insufficient office space. The scattered facilities and the aging conditions of the existing office accommodation also posed constraints to ICAC's deployment of resources and its long-term development.

The 25-storey Headquarters Building on Java Road in North Point will house a full range of facilities essential to ICAC's operation. They will include an operations control room, video interview rooms, a detention centre, a report centre, an identificati on parade room, a computer forensics laboratory, an indoor shooting range, a multi-purpose training hall, and a multi-purpose theatre.

The building will also feature energy-saving designs such as energy efficient facades which allow maximum utilization of sunlight. Environmental protection measures will also be adopted during and after construction, in strict accordance with established standards and guidelines.

T he design-and-build project, commissioned to the Shui On Joint Venture, a subsidiary of the Shui On Construction And Materials Limited through competitive tendering and managed by the Architectural Services Department, is scheduled for completion in the second half of 2007.

The funding of $731.1 million for the design and construction of the ICAC Headquarters Building was approved by the Finance Committee of the Legislative Council in June 2003.

Also officiating at today's ground-breaking ceremony are Mr Vincent Lo Hong-sui, Chairman of the Shui On Group, and Mr Yue Chi-hang, Director of Architectural Services.
