Candidates and voters urged to support clean and fair DC By-elections
2005-1-29
In view of the upcoming by-elections of three District Councils (DC) to be held in March this year, the ICAC has produced information booklets and publicity pamphlets to remind candidates, election agents and voters of the importance of keeping the electi ons clean.
The By-elections of the Fort Street Constituency of Eastern DC and Nam Cheong Central Constituency of the Sham Shui Po DC will be held on March 6, while the by-election of the Ap Lei Chau North Constituency of the Southern DC will be held on March 20.
The information booklets will help candidates and their election agents better understand the major provisions of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO).
The booklet also contains a checklist of " Dos and Don'ts " to alert candidates and election agents to possible corruption pitfalls in the process of running an election.
The pamphlets to be mailed to voters in the respective constituencies carry "support clean election" messages and remind them not to solicit or accept advantages from any person for influencing his or her voting decision; and not to vote with a false resi dential address as an elector.
Members of the public, including candidates and election agents participating in the three by-elections, may dial the 24-hour election hotline 2920 6530 set up by the ICAC for enquiries about issues related to the ECICO during the by-election period.
Meanwhile, ICAC officers will attend briefings for candidates, election agents as well as other concerned parties upon their requests to further explain the relevant laws.
They will also participate in the briefings to be convened by the Electoral Affairs Commission to expound on the provisions of the ECICO and remind them of the common pitfalls in past DC elections.
Major provisions of the ECICO and related information of the By-elections are now available for public access in the ICAC's " Elections Update" webpage at http://www.icac.org.hk .
