Kwun Tong District Councillor arrested and charged for alleged false claims of printing expenses

A member of the Kwun Tong District Council (KTDC) was today (Monday) arrested and charged by the ICAC for allegedly using false receipts to claim printing expenses from KTDC.
So Ka-ho, 39, facing one count of using a false instrument, will appear in Kwun Tong Magistracy at 9:30 am on Thursday (April 7) for plea.
Also charged in the same case is So’s Councillor Assistant, Chan Wai-tat, 24, who faces three counts of forgery and two of using a false instrument in claiming reimbursement respectively from KTDC and the Legislative Council.
The case arose from a corruption complaint. Subsequent ICAC inquiries revealed the above alleged offences.
So is alleged to have used two false receipts issued by a printing company for printing expenses of $2,660 in total, with the intention of inducing KTDC to accept it as genuine.
The three forgery charges allege that Chan had made three false receipts of the printing company for printing expenses of $83,160 in total.
Chan further faces two counts of using two false receipts issued by the printing company for printing expenses totalling $92,500, with the intention of inducing an assistant of a Legislative Councillor to accept them as genuine.
ICAC inquiries revealed that KTDC and the Legislative Council respectively made payments of $2,660 and $92,500 in relation to the alleged false receipts.
The alleged offences took place between January and July last year.
The defendants have been released on ICAC bail, pending their court appearances on Thursday.
