ICAC launches clean election drive for EC Subsector By-elections

The ICAC has produced an information booklet to help candidates and election agents better understand the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) for the upcoming Election Committee (EC) Subsector By-elections which are open for nomination today (Saturday).
The handy booklet highlights major provisions of the ECICO and the legal requirements of various aspects of an election, including nomination of candidates, electioneering, voting, the administration of election expenses and election donations.
“A checklist of ‘'91 Dos and Don’ts ’ and a “ Questions and Answers ” section are also included in the booklet to help candidates and election helpers avoid breaching the electoral law inadvertently when conducting election activities,” ICAC’s Programme Co-ordinator (Elections), Miss Rosaline Cheung Oi-lung said.
Various scenarios covering election advertisements on the internet, offering free food and drinks by candidates, and the hosting of dinners to celebrate successful election of candidates are outlined in the booklet.
With the assistance of the Registration and Electoral Office, the booklet will be distributed to candidates and their agents when they submit their nomination forms.
The one-week nomination period for candidature to fill the vacancies in the EC subsectors will close on April 15 and the by-elections will be held on May 1, 2005.
Miss Cheung said the ICAC would participate in a briefing to be organised by the Electoral Affairs Commission on April 17 to alert candidates and their election agents to common corruption pitfalls in elections and enhance their understanding of the anti-corruption legislation.
The ICAC could also arrange briefings for candidates and their election agents upon request.
Meanwhile, a leaflet will be mailed to voters in the respective subsectors reminding them to abide by the law when participating in the by-elections.
The leaflet and information booklet are available for public access on the ICAC’s “ Elections Update ” webpage at http://www.icac.org.hk .
