Prisoner gets another 10 months for offering $50,000 bribe to CSD officer

A prisoner, charged by the ICAC, was today (Monday) sentenced to 10 months' imprisonment at District Court for offering $50,000 to an officer of the Correctional Services Department (CSD) for introducing $150,000 cash and 200 packets of cigarettes into a correctional institution.

Lee Kin-wai, 21, was ordered by Judge Mary Wu to have his 10-month imprisonment run consecutively with his current jail term in connection with a Police case.

Co-defendant Au Siu-mui, 51, a housewife, was ordered to perform 60 hours of community service for her role.

Lee earlier pleaded guilty to one count of offering an advantage to a public servant, contrary to Section 4(1)(a) of the Prevention of Bribery Ordinance.

Lee and Au were also found guilty of one count of conspiring together to unlawfully incite a CSD officer to introduce cigarettes and money into Lai Sun Correctional Institution.

The court heard that at the time of the offences, Lee was a prisoner at the correctional institution, while Au was the mother of another inmate with whom Lee was acquainted.

In April last year, Lee, on a number of occasions, approached an Assistant Officer II of CSD and repeatedly asked the officer to supply him with cigarettes for a bribe.

The officer reported the incident to his supervisor and the case was then referred to the ICAC for investigation. CSD offered full assistance to the ICAC during the investigation.

The court heard that on May 5 last year, Lee offered $50,000 to the CSD officer for bringing him 200 packets of cigarettes and $150,000 cash into the correctional institution.

Lee also made arrangement for Au to meet the CSD officer so that Au could pass the money to the latter.

On May 27 last year, Au met the CSD officer in Central and gave him two envelopes containing $200,000 cash, telling him to convey the money to Lee. Au was then arrested by ICAC officers.

When interviewed under caution, Lee admitted that he had offered monetary rewards to the CSD officer for introducing cigarettes into the correctional institution.

Lee also admitted that he had asked Au to give $200,000 cash to the officer, of which $150,000 was to be passed to Lee in prison.

The prosecution was today represented by Susanna Ku, counsel on fiat, assisted by ICAC officer Kenny Tse.
