Trio face court for alleged fraud over $200,000 maintenance work contracts

A former property manager of a property consultancy services company and two former operators of two engineering firms, charged by the ICAC for alleged fraud in relation to maintenance work contracts amounting to about $200,000 at a residential estate in Sheung Shui, appeared at Kowloon City Magistracy today (Wednesday).
Cheung Lai-sha, 39, a former property manager of Chesterton Petty Limited (Chesterton); Hung Tak-ming, 48, and Hoi Wai-pio, 36, respectively former operators of Sheen Rise Engineering Limited (Sheen Rise) and Hang Wai Engineering Company (Hang Wai), joint ly faced one count of conspiracy to defraud.
No pleas were taken today. Magistrate Mr Rickie Chan adjourned the case until August 9, 2005, pending transfer to District Court.
The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the alleged fraud offence.
The charge alleged that between April 1 and June 21, 2002, Cheung, Hung and Hoi had conspired together with another person to defraud Chesterton.
They were alleged to have dishonestly submitted to Chesterton bogus quotations from Sheen Rise and Hang Wai for prospective maintenance works to be carried out at On Shing Court in Sheung Shui.
They were also alleged to have falsely represented that the quotations submitted by Sun Bo Construction Engineering Limited (Sun Bo), Sheen Rise and Hang Wai were genuinely competitive ones, and prepared separately from and independent of each other.
ICAC enquiries revealed that as a result of the alleged fraudulent scheme, 23 maintenance work contracts worth about $200,000 were awarded to Sun Bo.
Cheung was granted cash bail of $40,000, while Hung and Hoi were on bail of $20,000 and $5,000 respectively. They were also ordered not to contact and interfere with prosecution witnesses.
The prosecution was today represented by ICAC officer Alchian Poon.
