Ex-police officer and suspected triad member charged for alleged bribery

A former Detective Station Sergeant of the Police has been charged by the ICAC with allegedly accepting free accommodation at a flat in Macao from a suspected triad member for showing favour to the latter.

So Hoi-chuen, 55, now retired, faces one count of conspiracy for public servant to accept advantages, contrary to Section 4(2) of the Prevention of Bribery Ordinance and Section 159A of the Crimes Ordinance.

Also charged in connection with the case is Ngan Chun-ming, 44, a suspected triad member. Ngan faces the same conspiracy charge.

The defendants will appear in Kowloon City Magistracy at 9:30 am tomorrow (Wednesday) for plea.

The ICAC investigation arose from a referral by the Police.

The charge alleges So and Ngan of having conspired together on September 1, 2003 for So to accept free accommodation at a flat in Macao for six months.

The advantage, allegedly provided by Ngan, is said to be a reward for So to treat Ngan favourably in a manner contrary to his duty as a police officer.

ICAC enquiries revealed that the accommodation in Macao for six months was valued at about $20,000.

The defendants have been released on ICAC bail, pending their court appearances tomorrow.
