Detective Police Constable charged for alleged perversion over staging drug arrests

A Detective Police Constable has been charged by the ICAC for allegedly conspiring to pervert the course of public justice by staging drug arrests, so that a pub operator could present himself as a Police informant to get a reduced sentence for his involv ement in a criminal case.

Wai Ka-ming, 37, who has been granted bail, will appear in Kowloon City Magistracy at 9:30 am tomorrow (Friday) on one count of conspiracy to pervert the course of public justice.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the alleged perversion offence.

The charge alleges that between June 7 and December 31 last year, Wai had conspired with Chak Tsan-wing, a pub operator, and Gary Lam Wai-ho, a suspected triad member, to pervert the course of public justice.

They are alleged to have agreed to arrange for the commission of dangerous drug offences by persons, and the arrest of such persons by the Police for committing the offences.

It is alleged that as a result of the staged operations, Chak could falsely present himself as an informer assisting the Police for the purpose of obtaining a reduced sentence in a criminal prosecution against him.

At the time of the alleged offence, Chak was being prosecuted by the Police for allegedly possessing a quantity of "ice".

Chak, 47, and Lam, 28, were earlier charged by the ICAC with a similar conspiracy offence for their roles in the case.

Chak pleaded guilty, and will be sentenced at Kowloon City Magistracy tomorrow.

Lam failed to appear in court. A warrant for his arrest had been issued by the court.
