HAB officer charged for allegedly misappropriating $1.5m youth programme funds

An officer of the Home Affairs Bureau (HAB) in charge of the bureau's youth exchange programmes has been charged by the ICAC today (Tuesday) for allegedly misappropriating government funds totalling $1.5 million.
Michael Man Wing-kun, 42, Executive Officer I, faces five theft charges. He will appear at the Eastern Magistracy at 9:30 am on Thursday (November 24).
The ICAC investigation arose from a referral from HAB, which suspected that one of its officers might have corruptly used false documents to deceive the bureau. Subsequent inquiries revealed the alleged theft offences.
The charges allege Man of stealing five payments, totalling $1.5 million, deposited into his bank account and which were properties belonging to the Government of Hong Kong.
Investigation revealed that the defendant, who was entrusted with the money as imprest funds for settling expenses incurred in various youth exchange programmes, allegedly misappropriated the funds for his own use.
The alleged offences took place between June and November 2004.
HAB offered full assistance to the ICAC during the investigation.
The defendant has been granted ICAC bail, pending his court appearance on Thursday.
