Ex-regional manager of chain supermarket charged for alleged bribery and perversion

A former regional manager of a chain supermarket was today (Thursday) charged by the ICAC and brought to Eastern Magistracy for allegedly accepting bribes from a food supplier and perverting the course of public justice by impeding the ICAC investigation.

NGUYEN Van-to, 51, formerly employed as a regional manager of Wellcome Supermarkets (Wellcome) by Dairy Farm Company Limited, faced eight counts of an agent accepting advantages, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance, and one of doing acts tending and intended to pervert the course of public justice.

No plea was taken. Magistrate Mr Li Wai-chi adjourned the case until December 20, 2005 for transfer to District Court, and remanded the defendant in the custody of Correctional Services Department.

The defendant was arrested during a corruption inquiry last month.

The eight bribery charges alleged that NGUYEN had accepted a total of about $42,000 from a shareholder-cum-director of a food company, as rewards for assisting the latter in having permission to sell or continue to sell roasted meat and flowers in Wellcom e stores.

The remaining charge alleged NGUYEN of having done a series of acts which had a tendency to pervert the course of public justice.

NGUYEN was alleged to have requested the shareholder of the food company to make a document ("IOU"), falsely purporting that the latter had borrowed money from him; and requested the latter to use the IOU and give false evidence about the IOU at trials.

The alleged bribery and perversion offences took place between March and November this year.

The prosecution was today represented by Senior Government Counsel Peter Daryanani, assisted by ICAC officer Bill Ng.
