ICAC officers commended for outstanding performance in anti-corruption work

Forty-one officers of the Independent Commission Against Corruption (ICAC) were today (Friday) presented with awards in recognition of their outstanding performance in anti-corruption work.

Speaking at the ICAC Awards Presentation Ceremony, ICAC Commissioner Mr Raymond Wong Hung-chiu commended the ICAC officers for their concerted efforts in enabling the Commission to gain respect and appreciation both local and overseas.

Mr Wong noted that while facing challenges posed by the operating environment and the rising expectations of the community, ICAC officers demonstrated determination and professionalism in furthering the mission against corruption.

Two ICAC officers were awarded the Commissioner's Commendation for their outstanding leadership and remarkable professional ability.

One of the awardees was Chief Investigator Winky Hsu Man-wai in charge of a corruption investigation, which resulted in the conviction of a number of law enforcement officers for involvement in vice-related and illegal activities.

Another recipient of the Commissioner's Commendation was Chief Investigator Patrick Ho Chi-ho, who was responsible for a corruption investigation leading to the successful prosecution of an executive director of a publicly listed company and three other p ersons for bribery offences in connection with shares manipulation.

Twenty other investigators were awarded the Operations Department Directorate Commendation for their dedicated efforts in various corruption investigations, including offences of misconduct in public office and conspiracy to defraud involving a fire servi ces officer and several fire service installation contractors; fraud and perversion of three members of a rural committee and one contractor in the illegal excavation of rocks from Tung Chung River; and a conspiracy to murder an ICAC witness.

They were Senior Investigators Markle Ng Kim-man, Heath Cheung Yiu-kei, Alfred Chan Cheuk-foo, Joanne Tang Yee-yuk, Eastman Tang Chin-chiu, Diana Pang Wai-sum, Daniel Li Wai-keung, Arthur Leung Kai-wing, Aman Chee Chun-ping, Bill Ng Siu-kei; Investigators Dickens Wong Wai-hung, Joey To On-ki, Bryan Fong Chi-kin, Sarah Lau Wai-kuen, Nelson Lee Wai-ming; and Assistant Investigators Phoebe Sae-Sam Lai-keet, Henry Lai Chi-ming, Ken Wong Chi-kong, Jan Tsang Lai-ming, and Samson Lee Yip-hung.

Fifteen officers received the Director of Community Relations' Commendation for their outstanding performance in organising the Leadership Forum 2005, liaison work with the Mainland authorities, and coordinating a restructuring exercise.

The officers were Regional Officers Dorothy Tam Cheung Kwei-ying, Bernadette Cook Liu Sau-fong, Corinna Wong Kit-mui; Acting Deputy Programme Coordinator (District Organizations) Florence Au Pui-wai; Senior ICAC Officers Linda Kot Ka-ming, Tracy Ling Wai- chi, Anna Lam Shuk-yee; ICAC Officers Daniel Chui Yu-ming, Debbie Ly Uyen-g, Carlotta Wong Nga-li; Assistant ICAC Officer Eddie Tsang Kam-ming, Clerical Assistant Kasara Leung Yee-wah; Office Assistant Hung Wan-tin; and two former officers.

Two officers of the Corruption Prevention Department (CPD) - Mok Wah-hoi and Nelson Chan Ping-man - were presented with the Director of Corruption Prevention's Commendation for their outstanding professionalism in providing corruption prevention advice to the Housing, Planning and Lands Bureau in relation to a major development project.

The Director of Corruption Prevention's Commendation was also accorded to two other CPD officers, Joe Lee Yat-sau and Anita Choy Kin-fee, for outstanding professionalism in conducting a corruption prevention review of the Legislative Council's Rules and P ractices for the Reimbursement of Members' Operating Expenses.

The ICAC Commissioner also presented souvenirs to four senior ICAC officers who were earlier honoured by the Government. They were Assistant Director of Operations Stephen Chan Chor-keung, who was awarded the Hong Kong ICAC Medal for Distinguished Servic e; Principal Investigator Daniel So Ping-hung and Chief Investigator Fok Chi-cheong, who were awarded the Hong Kong ICAC Medals for Meritorious Service; and Senior Investigator Robert Chu Chi-sing who received the Medal of Honour.

Meanwhile, over 100 ICAC officers and staff from various ranks and grades were given medals, certificates or plaques for their long service in the Commission and the Government.
