WSD officer and two others sentenced for corruption over plumbing installation works

An Assistant Waterworks Inspector of the Water Supplies Department (WSD) and two licensed plumbers, charged by the ICAC, were today (Wednesday) sentenced at Tsuen Wan Magistracy for corruption in relation to plumbing installation works at various premises .
Chau Kam-yun, 50, Assistant Waterworks Inspector of WSD, received a jail term of 36 months.
Chan Kar-leung, 36, a licensed plumber, was sentenced to 18 months' imprisonment, while Shum Yung-kwai, 57, another licensed plumber, was jailed for eight months, suspended for three years.
In sentencing, Magistrate Mr Don So said the defendants deserved custodial sentences as they had committed offences under Section 4 of the Prevention of Bribery Ordinance (PBO), which were of an even more serious nature than that in relation to the privat e sector.
The magistrate added that in meting out a suspended jail term for Shum, he had taken into account the defendant's guilty plea and his assistance in the prosecution case.
Chau was today found guilty on five charges of public servant accepting an advantage, contrary to Section 4(2)(a) of the PBO.
According to four of the charges, Chau had accepted $9,000 in total in Hong Kong between July 31 and September 18, 2004 from three waterworks contractors as rewards for remaining favourably disposed towards the latter, who were involved in plumbing instal lation works respectively at Fotan, Sheung Shui and Sha Tau Kok.
The remaining charge stated that on June 4, 2004, Chau accepted $3,000 in Macau from a licensed plumber in relation to plumbing installation works at a premises at Tai Wai.
Chan was today convicted on one count of offering an advantage to a public servant under Section 4(1)(a) of PBO, while Shum earlier pleaded guilty to a similar offence.
The court heard that Chan had offered $5,000 to Chau on July 31, 2004, in connection with plumbing installation works at Fotan, New Territories.
The charge against Shum stated that on September 18, 2004, he offered a moon-cake coupon and $2,000 to Chau in relation to plumbing installation works at a premises at Sha Tau Kok.
The prosecution was today represented by Selwyn So, counsel on fiat, assisted by ICAC officer Aman Chee.
