Trio jailed for bribery over consultancy and renovation contracts of residential buildings

Three persons, charged by the ICAC, were today (Tuesday) sentenced to various jail terms at Kowloon City Magistracy for bribery in securing consultancy and renovation contracts of various residential buildings.

Yeung Wai-wah, 33, sales manager of Century Architects Limited (Century), received a jail term of 12 months.

Cheung Man-tak, 40, sales manager of a construction company, and Chow Siu-hung, 50, former senior manager of a property management company, were each jailed for eight months.

In sentencing, Magistrate Mr Peter Law said immediate custodial sentences instead of community service orders must be imposed on the defendants, in view of the serious offences they had committed.

Yeung earlier pleaded guilty to two charges of offering an advantage to an agent, and one of perverting the course of public justice. Cheung was found guilty on one count of conspiracy to offer advantages to an agent, while Chow was convicted on one coun t of offering an advantage to an agent.

The court heard that at the time of the offences between August 2003 and December 2005, Yeung was responsible for promoting renovation and maintenance consultancy services of Century to various buildings.

In August 2003, Yeung and Cheung together offered a sum between $20,000 and $50,000 to the part-time clerk of the Incorporated Owners of Wing Shing House in Tsz Wan Shan, as reward for assisting Century in securing a canopy maintenance consultancy contrac t.

Chow was found to have offered $4,000 to the part-time clerk in July 2004, the court heard.

On another occasion in April 2004, Yeung offered several ten thousand dollars to an employee of a property management company for assisting Century in boosting up the extent of a renovation project at On Hong Mansion in Tsz Wan Shan.

The court also heard that on December 21, 2005, Yeung, after being charged by the ICAC and whilst on court bail, approached the employee of the property management company and persuaded the latter not to testify against him or speak favourably for him.

The prosecution was today represented by Philip Tam, counsel on fiat, assisted by ICAC officer Mon Chan.
