CIP faces court for allegedly inciting man to mislead ICAC over corruption investigation

A Chief Inspector of Police (CIP), who had allegedly incited a man to give false information to the ICAC in relation to a corruption investigation, was charged by the ICAC and appeared in Kowloon City Magistracy this (Tuesday) morning.

Ma Lung-sang, 54, pleaded not guilty to one count of incitement to knowingly mislead an officer of the ICAC, contrary to Section 13B(b) of the ICAC Ordinance.

Magistrate Mr Ernest Lin adjourned the case until April 11, 2006 for a pre-trial review.

The charge alleged that on or about January 6, 2006, Ma unlawfully incited a man to knowingly mislead an officer of the ICAC by giving false information.

Inquiries revealed that the alleged false information was provided to the ICAC in relation to a corruption investigation over a suspected unauthorised loan.

Ma was granted cash bail of $10,000. He was also ordered not to leave Hong Kong, and not to interfere with prosecution witnesses.

The prosecution was today represented by Senior Government Counsel Marco Li, assisted by ICAC officer Bill Chan.
