ICAC statement

The ICAC Commissioner Mr Raymond Wong Hung-chiu today (Monday) issues the following statement:

"We learnt with sadness that Sir Jack Cater passed away last week. On behalf of the ICAC, I would like to express our deepest condolences to Lady Cater and her family.

We wish to pay the highest tribute to Sir Jack Cater as the founding Commissioner who led the ICAC in the fight against corruption together with the people of Hong Kong.

With the greatest courage and determination, Sir Jack Cater had steered the ICAC in overcoming many challenges in its inception years and laid important foundation for the development of the ICAC and its continued effectiveness.

Under his leadership, the newly established ICAC had succeeded in stamping out widespread corrupt activities, particularly syndicated corruption in our society, paving the way for the nurturing of a clean civil service and a culture of justice and fairnes s in Hong Kong.

Sir Jack Cater has also made invaluable contribution to a "quiet revolution" in our society, by changing the public's attitude towards corruption from acceptance to total support for anti-corruption work.

Hong Kong is now internationally recognized as one of the world's cleanest places and its anti-corruption strategy as a model of success.

Sir Jack Cater has played a remarkable role in Hong Kong's anti-corruption history, and deserves our highest respect as a great champion of justice and a distinguished public servant.

For those officers who have worked with him in the 1970s, Sir Jack Cater is remembered as a caring leader, who cared so much for them and gave them every encouragement in their anti-corruption pursuits.

Sir Jack Cater will be remembered by all of us with affection and gratitude."
