Barrister jailed for obtaining professional training by fraudulent means
2006-6-5
A barrister, charged by the ICAC, was today (Monday) sentenced to 18 months' imprisonment at the District Court for obtaining his professional training by fraudulent means.
Larry Yeung Hon-keung, 41, was today found guilty of two offences –'96 obtaining services by deception and fraud.
The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above offences.
The court heard that Yeung, between May 1, 2000 and September 4, 2002, had dishonestly obtained from the University of Hong Kong (HKU) by deception an education, including lectures and tutorials provided to him for the part-time course of Postgraduate Cer tificate in Laws (the PCLL course).
Yeung had falsely represented that he was then employed by a hotel as legal manager, and that his employer had agreed to release him to attend the PCLL course.
He had dishonestly failed to disclose to HKU that his genuine employment at that time was a full-time teacher of the then Education Department (ED), the court was told.
The court also heard that between February 25, 2001 and July 11, 2002, Yeung had induced ED to grant him no-pay study leave.
He had falsely represented that he intended to apply for and use the no-pay study leave to attend a course related to education or relevant to his duties as a teacher employed by ED, and dishonestly omitted to disclose to ED that he had already been admit ted to the PCLL course with HKU.
The prosecution was today represented by Senior Government Counsel William Tam, assisted by ICAC officer Kelvin Choi.
