Six arrested in ICAC probe face charges over fraudulent insurance claims

Six persons arrested by the ICAC in connection with fraudulent insurance claims for staged labour injuries and traffic accidents were charged and brought to Eastern Magistracy this (Saturday) morning.
The defendants were: Kwok Wah-cheong, 46, unemployed; Ho Shuk-yin 44, insurance agent; Ng Pui-lam, 26 transportation worker; Liu Yuan-ming, 37, Gu Zhi-yuan, 33 and Zhang Zhi-biao, 35, all Mainland residents.
They faced a total of four counts of conspiracy to defraud, while Ho was further charged with two alleged offences under Section 9(3) of the Prevention of Bribery Ordinance.
No pleas were taken. Magistrate Mr William Lam adjourned the case to August 17, 2006 for mention.
Ho and Ng were each granted bail of $20,000 in cash. They were ordered not to leave Hong Kong and to surrender travel documents. The remaining defendants were remanded in the custody of the Correctional Services Department.
The conspiracy charges alleged the defendants of conspiring together and with Xiang Min, as well as two other persons, respectively nicknamed “Ko Lo” and “Ah Loy”, to defraud a total of 12 insurance companies.
The defendants were alleged to have falsely represented to those insurance companies that “Ko Lo”, “Ah Loy”, Liu and Gu were four other individuals who were the insured of various insurance policies.
The charges also alleged the defendants of falsely representing to the insurance companies that those individuals had sustained injuries to the eyes caused by accidents, causing the insurance companies to pay sums of money as compensations.
The alleged offences took place between March 2003 and June 2006.
Ho further faced two charges of using a Certificate of Assessment and a Certificate of Compensation Assessment, which contained false statements, to deceive her employer in July 2005.
The prosecution was today represented by Government Counsel Ned Lai, assisted by ICAC officer Beta Leung.
