Kwun Tong District Councillor and youth organisation chief charged over alleged false quotations

A member of the Kwun Tong District Council (KTDC) and the chairman of a youth organisation have today (Wednesday) been charged by the ICAC for allegedly making false claims of expenses from KTDC with bogus quotations.
Law Chun-ngai, 44, member of KTDC, and Thomas Tang Chi-ming, 45, chairman of the Friends of the Youth (FOTY), will appear in Kwun Tong Magistracy at 9:30 am this Friday (June 30) for plea.
The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the alleged false claims of expenses.
Law faces one count of false accounting, which alleges him of furnishing four false quotations to KTDC on November 29, 2001 in an application for reimbursement of expenses incurred in connection with an activity organized by the Shun Lee Community Develop ment Association (SLCDA).
Tang faces six false accounting charges. The charges allege that between January 2002 and January 2003, Tang, in furnishing information for applications for reimbursement of expenses in connection with various activities organized by the Ping Tin Residen ts Association (PTRA) and FOTY, had dishonestly produced 19 false quotations to KTDC.
ICAC enquiries revealed that based on the alleged false quotations, KTDC had issued balance payments totalling $11,240, $39,650 and $15,800 respectively to SLCDA, PTRA and FOTY.
Inquiries also revealed that the organization of most of the activities was eventually contracted to companies owned or otherwise controlled by Tang.
The defendants have been released on ICAC bail, pending their court appearances on Friday.
