Tai Po District Councillor faces ICAC charge over alleged false claim of operating expenses

A member of the Tai Po District Council was today (Thursday) charged by the ICAC for allegedly making false claim of operating expenses in relation to the hiring of an assistant.

Wong Tin-lung, 32, currently on ICAC bail, was charged with one count of fraud. He will appear at Fanling Magistracy at 9:30 am next Monday (July 17).

The ICAC investigation arose from a corruption complaint. Subsequent inquiries revealed the alleged fraud offence.

Wong is alleged to have falsely represented in an Operating Expenses Allowance Claim Form that the assistant employed by him was not his relative within the meaning laid down in the relevant District Council guidelines.

Wong, with intent to defraud, had allegedly induced Tai Po District Council Secretariat to pay him operating expenses allowance at an amount larger than that he was entitled to.

The alleged offence took place on February 15, 2005.

ICAC investigation revealed that the assistant employed by Wong was in fact his fiancee during the employment period.

According to the guidelines issued by the Home Affairs Department, members of District Council are not allowed to claim reimbursement for the employment of relatives, including fiancees, as assistants.
