Consultant firm chairman faces court for allegedly offering advantage to C&E officer

The chairman of a consultant firm, charged by the ICAC for allegedly offering an advantage to a Senior Superintendent of the Customs and Excise Department (C&E) whilst having dealings with C&E, appeared in Eastern Magistracy today (Friday).

Tsang Yau-choo, 56, chairman of Marksman Consultant Limited (Marksman), pleaded not guilty to one count of offering an advantage to a prescribed officer, contrary to Section 8(1) of the Prevention of Bribery Ordinance.

Magistrate Mr Michael Jenkins adjourned the case until October 18, 2006 for a pre-trial review.

Marksman is an agency specialized in investigating intellectual property infringement cases.

The charge alleged that on January 11, 2005, Tsang, without lawful authority or reasonable excuse, had offered an advantage, namely a loan of $50,000, to C&E’s Senior Superintendent Wong Shiu-ming, whilst having dealings with the Government of the Hong Kong Special Administrative Region through C&E.

The defendant was granted cash bail of $20,000. He was also ordered not to interfere with prosecution witnesses.

The prosecution was today represented by ICAC officer Bryan Tang.
