Trio jailed for bribery over renovation contracts of residential building

Three persons, charged by the ICAC, were today (Monday) sentenced to jail terms at Kwun Tong Magistracy for bribery in relation to consultancy and renovation contracts of a residential building in Kwun Tong.

Tang Kit-wing, 44, general manager of Lee Cheong Construction and Building Materials Limited (Lee Cheong), received an imprisonment of six months from Deputy Magistrate Mr Jason Wan, while Leung Hip-keung, 29, manager of Lee Cheong, was jailed for seven m onths.

Fung Wun-yin, 60, vice chairman of the Incorporated Owners (IO) of Yau Fook Building in Kwun Tong, was sentenced to six weeks' imprisonment.

Tang was today found guilty of one count of conspiracy to offer an advantage to an agent. Leung earlier pleaded guilty to two similar offences and one of offering an advantage to an agent, while Fung admitted one count of agent accepting an advantage.

The court heard that at the time of the offences, the Buildings Department issued a repair order to the IO for the drainage pipes and exterior walls of the building.

The IO was to select a consultant firm, which would then assist the IO to appoint a contractor for the renovation project.

Between June 1 and August 2, 2004, Tang and Leung conspired to offer $40,000 to the then chairman of the IO of Yau Fook Building as rewards for causing the IO to grant a consultancy contract to a consultant company. The then IO chairman rejected the offe r.

At a meeting of the IO on January 27, 2005, another company was selected as the consultant firm. However, the consultancy contract was not formally signed then.

The court heard that on August 25, 2005, Leung offered $17,000 to Fung for causing the IO to expedite the signing of the consultancy contract with the company.

On the same day, Fung accepted the $17,000 for the same reason, the court was told.

The prosecution was today represented by prosecuting counsel Cannise Chan, assisted by ICAC officer Marcus Leung.
