Ten charged for alleged bribery over food supplies to restaurants and hotels

Ten persons were today (Wednesday) charged by the ICAC for their alleged involvement in bribery scams in relation to food supplies to various restaurants and hotels.

Eight of the defendants are: Wong Wing-kuen, 43, head of kitchen section of Cityplaza Harbour Restaurant; Lam Shu-yung, 35, head of roasted meat section of Grand Lord Seafood Restaurant (Grand Lord); Au Yeung Tung-sing, 56, former head of dim sum section of Grand Lord; Chan Chung-po, 38, head chef of HEBE Haven Yacht Club Limited; Samuel Leung Hung-huen, 42, purchasing officer of Ramada Hotel Kowloon; Albert Lam Kin-ho, 45, purchasing officer of Le Meridien Cyberport Hotel (Le Meridien); Chow Kin-ping, 46 , and Law Wing-keung, 48, respectively head of roasted meat section and manager of Hing Fat Restaurant (Hing Fat).

The remaining defendants are Ho Pui-yi, 41, former catering supervisor of Hong Kong Sanatorium & Hospital Limited; and Law Chi-tang, 46, operator of Sun Sang Meat Company (Sun Sang).

The defendants will appear in Eastern Magistracy at 9:30 am on Friday (October 6) for plea in six separate cases.

In five of the cases, Wong, Lam Shu-yung, Au Yeung, Chan, Leung, Lam Kin-ho, Chow, and Law Wing-keung each faces various bribery charges which allege them of accepting cash payments, ranging from $800 to over $26,000, from Lau Chor-lam, operator of frozen meat supplier Shing Kam Ho (SKH).

The alleged bribes were said to be rewards for the defendants showing favour to SKH in relation to their principals’ business.

Law Wing-keung further faces one count of accepting from a vegetable stall operator a total of about $10,000 for showing favour to the latter in relation to his principal's business.

Lam Kin-ho is also alleged of conspiring with Lau to defraud Le Meridien by falsely inflating the quantities of goods on the invoices of SKH, and causing Le Meridien to overpay SKH for goods delivered under such invoices.

Chow further faces one count of conspiring with Lau to defraud Hing Fat by falsely inflating the quantities of goods on the invoices of SKH, and causing Hing Fat to overpay SKH for goods delivered under such invoices.

In the last case, Ho Pui-yi has been charged with one count of accepting from Law Chi-tang $3,000 as rewards for Ho showing favour to Sun Sang.

Law Chi-tang faces one count of conspiring with Lau to offer $3,000 to Ho for the same reason.

The alleged offences in the above cases took place between August 2003 and December 2005.

The defendants have been released on ICAC bail, pending their court appearances on Friday.
