Following is the transcript (English portion) of the stand-up of the newly-appointed Commissioner of the Independent Commission Against Corruption at the Central Government Offices today (Oct 31):
Reporter: Inaudible.
Commissioner: I don’t think so. As I’ve explained more than once that I have been in education for eight years. This is really already much longer than the normal posting for an Administrative Officer. As an Administrative Officer, I am subject to posting and I think this is the right time to move as the blueprint for education has been broadly implemented. And the implementation timetable has been mapped out. So it’s really time to pass onto the next Permanent Secretary to implement the 3-3-4 reform.
Reporter: Inaudible.
Commissioner: As I said, this is really, it seems like a divine plan that after 31 years I go back to the ICAC, in a different capacity of course. And this just shows that I am interested in the work and I see this as a challenge.

Commissioner: I think the mission, clearly, the mission is to maintain Hong Kong’s position as one of the cleanest cities in the world and uphold the rule of law.
