ICAC launches information booklet for EC subsector elections

The ICAC will distribute information booklets to help candidates and election agents of the Election Committee (EC) Subsector Elections better understand the provisions of the Election (Corrupt and Illegal Conduct) Ordinance (ECICO) as the nomination period begins today (Wednesday).

Candidates and their election agents will receive the booklets when they submit nomination forms to the Returning Officer.

Apart from a gist of the major provisions of the ECICO, the booklet also includes a checklist of " Dos and Don'ts" to assist candidates and election helpers to avoid breaching the law inadvertently.

The booklet also features in its " Questions and Answers " section issues of common concerns in the EC elections, which includes electioneering activities, administration of election donations and expenses, and publishing election advertisement through personal website or blog.

"It will serve as a reminder for candidates and their agents of what should and should not be done when running for elections," ICAC Programme Co-ordinator (Elections), Miss Rosaline Cheung Oi-lung said.

She advised candidates to acquaint themselves with the relevant electoral legislation and to abide by the law in conducting their electioneering activities.

Members of the public can browse and download the information booklet from the Elections Update section of the ICAC website ( http://www.icac.org.hk ).

Meanwhile, the ICAC has set up a 24-hour enquiry hotline 2920 7878 for public enquiries concerning the ECICO and ICAC's education and publicity activities for this election.

Most of the enquiries received through the hotline so far concern bribery, treating and election advertising.

A leaflet will also be mailed to voters reminding them of the importance of casting the ballot in an honest and fair manner.

"We will also attend briefings for candidates, election agents as well as other concerned parties upon their requests to further explain the relevant laws," Miss Cheung added.

ICAC officers will also participate in the briefings to be convened by the Electoral Affairs Commission to expound on the provisions of the ECICO and remind them of the common pitfalls in past EC elections.
