Ex-banker wanted by ICAC for 12 years returns to Hong Kong to face prosecution

A former regional general manager of the defunct Bank of Credit and Commerce Hong Kong Limited (BCCHK), wanted by the ICAC for 12 years, returned from Canada to Hong Kong yesterday (Wednesday) to face prosecution for allegedly publishing or concurring in the publishing of false audited financial statements of the bank.
Dildar Husain Rizvi, 64, was arrested by the Royal Canadian Mounted Police in Vancouver on January 26 this year at the request of the Hong Kong Government.
Rizvi subsequently agreed to waive extradition proceedings, and return to Hong Kong voluntarily.
After his return, Rizvi was charged with one count of publishing a false statement under the Theft Ordinance, and brought to the Eastern Magistracy this (Thursday) morning before Mr Magistrate Colin MacKintosh for mention. He was granted cash bail until December 1, 2006.
The charge alleged that on May 2, 1988, Rizvi, being an officer of a body corporate called the BCCHK, published or concurred in the publishing of the audited financial statements of the bank for the period ending December 31, 1987, which to his knowledge was misleading, false or deceptive.
It was alleged that the statements did not disclose the financial loss sustained to the bank's share portfolio, with intent to deceive members or creditors of the bank.
BCCHK was placed into provisional liquidation in July 1991, with the Official Receiver being appointed as the provisional liquidator.
The ICAC later received a corruption complaint referred from the Official Receiver.
Prior to the commencement of an ICAC investigation, Rizvi left Hong Kong.
A warrant for the arrest of Rizvi was issued by a magistrate in Hong Kong on December 6, 1994.
