ICAC launches publicity drive to promote clean VR Elections

2006-11-23

While the nomination period for the upcoming Village Representative (VR) Elections commences today, the ICAC launches a publicity and education campaign to remind candidates and electors of the importance of keeping the elections clean and fair.

The ICAC will distribute an information booklet featuring the major provisions of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) to candidates and their election agents.

"Apart from a checklist of " Dos and Don'ts" in running the elections, the booklet also contains a " Questions and Answers " section to address some issues of common concern, such as providing transportation service to electors and hosting 'basin meals' for villagers," ICAC Programme Co-ordinator (Elections) Miss Rosaline Cheung Oi-lung said.

Radio advertisements and spot features for infotainment channel Roadshow will also be launched to promote clean VR Elections. In view of some previous cases, special messages will be put across to remind electors to ensure their eligibility to vote before casting the ballots.

To reinforce the clean election message, ICAC posters will be sent to rural organisations and District Offices and publicity leaflets mailed to electors.

Meanwhile, more than 20 roving exhibitions will be held in various villages to help electors better understand the ECICO and avoid breaching the law inadvertently, Miss Cheung added.

"We also provide individual briefings for members of rural organisations upon request to further explain the provisions of the legislation," she said.

An ICAC 24-hour hotline 2920 7878 has been set up to answer public queries concerning the ECICO and related publicity and education activities.

Members of the public may lodge complaints about any suspected corrupt and illegal conduct in the elections with ICAC Report Centre which operates round-the-clock (2526 6366).

Relevant information concerning VR Elections, including the information booklet, is available for public access from the ICAC's " Elections Update " webpage at http://www.icac.org.hk .
