Six years for CSD officer smuggling heroin and cocaine into prison for monetary reward

An Assistant Officer II of the Correctional Services Department (CSD), charged by the ICAC, was today (Thursday) sentenced to six years' imprisonment for smuggling heroin and cocaine into Lai Chi Kok Reception Centre (LCKRC) for a reward of $50,000.

Yau Chun-hung, 34, was earlier found guilty on one count of conspiracy to traffic in dangerous drugs.

In sentencing, District Court Deputy Judge Sham Siu-man said what the defendant did was to destroy the very good efforts his department had been making over the years.

The judge also reprimanded the defendant for making use of his position and abusing the trust the Government and the general public had placed on him, to do a very serious crime.

The court heard that in March 2005, two prisoners at LCKRC learnt that the defendant would introduce dangerous drugs into the prison for a reward.

The defendant and the two prisoners subsequently came to an agreement that the defendant would bring one ounce of heroin into LCKRC for $50,000, to be paid by two installments.

The defendant was requested by one of the prisoners to contact the latter's girlfriend, identifying himself as "Ah Dee".

On March 25, 2005, the girlfriend received a phone call from a Chinese male who identified himself as "Ah Dee". The two arranged to meet in a private car in Mongkok.

During the meeting, the prisoner's girlfriend passed to the defendant $20,000, and a cigarette box containing one ounce of heroin and 1/4 ounce of cocaine.

On the following day, the defendant dropped the cigarette box containing the drugs into the cell of one of the prisoners, and urged him to settle the balance of $30,000.

The two prisoners later consumed part of the drugs themselves, and sold part of them to other inmates for profit. One of the prisoners flushed the remaining drugs in his possession down the toilet to avoid detection.

When CSD officers conducted surprise urine tests with prisoners on April 6 and 7, 2005, 14 prisoners were found to have traces of dangerous drugs.

The court also heard that in early April 2005, the defendant told one of the prisoners that he owed $5,000 to another CSD officer, and asked him to arrange to deposit the sum into a Hong Kong Jockey Club Telebet Account. The defendant added that the $5,0 00 was to be deducted from the remaining balance of $30,000.

The case was today represented by prosecuting counsel Lui Kit-ling, assisted by ICAC officer Gary Wong.
