WSD inspector and licensed plumber charged for alleged bribery over water supply applications

An inspector of the Water Supplies Department (WSD) and a licensed plumber have been charged today (Wednesday) by the ICAC for alleged bribery in relation to water supply applications.
Kwok Yan-tak, 59, Consumer Services Inspector of WSD, and Ma King-tsang, 48, proprietor of Po Wo Engineering Company, will appear in Kowloon City Magistracy at 9:30 am on Friday (February 9) on one count of conspiracy to offer advantages to a public serva nt, contrary to Section 4(1)(a) of the Prevention of Bribery Ordinance (PBO) and Section 159A of the Crimes Ordinance.
Kwok further faces one count of prescribed officer accepting an advantage, contrary to Section 3 of the PBO; while Ma alone faces one count of offering an advantage to a prescribed officer whilst having dealings with the Government, and one of offering an advantage to an agent.
The first charge alleges that between October 1, 2002 and May 31, 2006, Kwok and Ma had conspired together to offer $5,000-$8,000 per each plumbing drawing to Kwok as rewards for Kwok preparing plumbing drawings, which were for Ma's submission to WSD for vetting.
The second charge alleges Kwok of having accepted $2,000 from Ma in January 2006, without the general or special permission of the Chief Executive.
The third charge alleges Ma of offering the above $2,000 to Kwok in January 2006, whilst having dealings of any kind with the Government through WSD.
The remaining charge alleges Ma of offering $100,000 to a consultant of the incorporated owners of a residential building between September 1 and November 30, 2003 as a reward for disclosing information in relation to the quotation prices of the building's pipe work subcontract to Ma.
The defendants have been released on ICAC bail, pending their court appearances on Friday.
