ICAC launches information booklet for Chief Executive Election

As nomination for the Chief Executive (CE) election begins today (February 14), the ICAC has produced an information booklet to remind candidates and their election agents of the legal requirements under the Elections (Corrupt and Illegal Conduct) Ordinan ce (ECICO).
Candidates and their agents will be given a copy of the information booklet through the Registration and Electoral Office when they submit their nomination forms.
"The booklet features major provisions of the ECICO in relation to various election activities, including nomination, electioneering, voting, administration of election expenses and election donations," said ICAC Programme Co-ordinator (Elections) Miss Ro saline Cheung Oi-lung.
Also contained in the booklet is a "Questions and Answers" section to help candidates and their helpers avoid breaching the ECICO inadvertently.
This section spells out various scenarios summarized from issues and concerns raised in previous CE elections. They include the publication of election advertisement through e-mails, personal websites or "blogs" and the provision of non-alcoholic drinks at election meetings.
A similar information booklet has earlier been mailed to all Election Committee members.
Members of the public can access these information booklets from the Elections Update section of the ICAC website ( http://www.icac.org.hk ).
Miss Cheung added that the ICAC would arrange visits and briefings to explain provisions of the ECICO to candidates and their helpers, and attend briefings organised by the Electoral Affairs Commission for candidates.
Meanwhile, the ICAC has set up a 24-hour enquiry hotline 2920 7878 for public enquiries concerning the ECICO and ICAC's education and publicity activities for the election.
