Landscape Architect of Housing Department arrested and charged for alleged misconduct

A Landscape Architect of the Housing Department (HD) has been arrested and charged by the ICAC for alleged misconduct in public office in relation to the recommendation of building materials used in HD projects.
Paul Wong Kwong-shun, 53, will appear in Eastern Magistracy at 9:30 am tomorrow (Thursday) on one count of misconduct in public office, contrary to Common Law.
The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the alleged offence of misconduct in public office.
Wong is alleged to have failed to declare a conflict of interest arising from his close personal friendship with a director and shareholder of a building materials company which supplied building materials of a certain brand to HD projects, contrary to th e Civil Service Branch Circular No. 19/1992.
Wong is also alleged to have given the building materials company an unfair advantage over other people by recommending the building materials concerned to be used in HD projects.
The alleged offence took place between January 25, 2000 and September 2, 2001.
The defendant has been released on ICAC bail, pending his court appearance tomorrow.
