Four charged with alleged bribery over renovation projects in two cases

Four persons, including a bank officer and two contractors, were charged by the ICAC with alleged bribery in relation to renovation projects in two separate cases.

In the first case, Choi Wai-kuen, 47, Senior Property Renovation Officer of Bank of China (Hong Kong) Limited (BOCHK), faced two counts of accepting an advantage, while co-defendant Chan Siu-kin, 36, director of Well Bright Engineering Limited (Well Brigh t), was charged with five counts of offering an advantage.

The defendants denied the charges before Magistrate Mr Michael Jenkins at Kwun Tong Magistracy today (Thursday). The case was adjourned until April 16 for a pre-trial review, while the trial was set for June 13-15.

Two of the charges alleged Choi of accepting a total of $30,000 from Chan for showing favour to Chan in relation to the renovation projects of BOCHK.

Chan faced two counts of offering $30,000 to Choi for the same reason.

He was also alleged to have offered three per cent to five per cent of the contract fee and five per cent of the value of variation orders at renovation projects of BOCHK to Choi as rewards for Choi awarding those contracts to Well Bright.

Chan further faced one count of offering five per cent of the contract sum of renovation projects to two senior executives of DTZ Debenham Tie Leung Project Services Limited (DTZ) as rewards for the latter introducing those projects managed by DTZ to Well Bright.

The remaining charge alleged Chan of offering $12,000 to a senior executive of DTZ as a reward for the latter favouring Chan in the supervision or management by DTZ of renovation projects of BOCHK.

The above alleged bribery offences took place between March and September 2006.

Choi and Chan were granted cash bail of $5,000 and $10,000 respectively. They were also ordered not to leave Hong Kong, and not to interfere with prosecution witnesses.

In another case, Pun Shun-hung, 56, operator of Grandway Construction and Design Limited (Grandway), and his employee Lam Tak-wa, 45, were charged with one count of conspiracy to offer an advantage to agents. They pleaded not guilty to the charge at Kowl oon City Magistracy this afternoon.

Magistrate Mr Sham Siu-man adjourned the case until March 19 for a pre-trial review.

The charge alleged that between April and September 2006, Pun and Lam had conspired together to offer $90,000 to three senior executives of DTZ as rewards for the latter showing favour to the renovation works of a project conducted by Grandway.

The defendants were each granted cash bail of $50,000. They were also ordered not to interfere with prosecution witnesses, and to report to the Police once a week.
