Senior university lecturer and two others arrested and charged for alleged $2m housing allowance fraud

A senior lecturer of the Community College of City University of Hong Kong (CityU) and two other persons have been arrested and charged by the ICAC for their alleged roles in a conspiracy to deceive private tenancy allowances (PTA) totalling about $2.29 m illion from the university.
The defendants are Cheng Po-wah, 53, a senior lecturer of the Community College of CityU; Hung Hie-yiin, 46, a housewife, and her husband Sun Yu-wen, 48, a doctor.
At the time of the alleged offence, Cheng was a senior lecturer of CityU.
The defendants will appear in Kowloon City Magistracy at 9:30 am tomorrow (Friday) on one count of conspiracy for an agent to use documents with intent to deceive his principal, contrary to Section 9(3) of the Prevention of Bribery Ordinance and Section 1 59A of the Crimes Ordinance.
The charge alleges that between December 19, 1996 and February 15, 2005, the defendants had conspired together for Cheng to use Applications for Approval for Private Tenancy Allowance in relation to a leased property in City One Shatin, New Territories, w ith intent to deceive CityU.
Each of the applications was alleged to have contained a false statement that Cheng did not have any direct or indirect financial interest in the leased property.
ICAC enquiries revealed that the purchase of the property concerned was allegedly financed by Cheng.
With the alleged false representation, Cheng was believed to have fraudulently obtained from CityU PTA allowances amounting to about $2.29 million.
The defendants have been released on ICAC bail, pending their court appearances tomorrow.
