Ex-nursery school principal charged for alleged bribery and fraud

The ICAC has charged a former principal of a nursery school for allegedly soliciting a $60,000 bribe from a subordinate and deceiving tutorial fees totalling over $120,000 from parents.

Karen Tsoi Ching-yin, 35, former principal of Ng Sheung Lan Memorial Nursery School, will appear in Eastern Magistracy at 9:30 am tomorrow (Friday) on one count of agent soliciting an advantage, contrary to Section 9(1)(a) of the Prevention of Bribery Ord inance, and one of conspiracy to defraud.

The nursery school is run by the Tung Wah Group of Hospitals (Tung Wah Group).

The bribery charge alleges that on July 17, 2006, the defendant had solicited a loan of $60,000 from a child care worker of the nursery school as a reward for assisting the latter to remain working at the nursery school.

The defendant is also alleged to have conspired with another person to defraud parents of the students at the nursery school between January and September 2006.

It is alleged the defendant had falsely represented to parents that they were required to pay for English and Putonghua tutorials organised by an education centre, when in fact the fees were wholly borne by the Tung Wah Group.

ICAC enquiries revealed that the fees allegedly deceived from the parents by the defendant amounted to $122,100.

The Tung Wah Group has rendered full assistance to the ICAC during its investigation.

The defendant has been released on ICAC bail, pending her court appearance tomorrow.
