Trio charged for alleged fraudulent insurance claims

Two staff members of an insurance company have been charged by the ICAC for allegedly conspiring with a physiotherapist to make fraudulent claims from the insurance firm.

The defendants are Karrie Chan Ka-yee, 35, and Yeung Kai-lung, 42, respectively insurance agent and director of agency of AXA (Hong Kong) Life Insurance Company Limited (AXA).

Also charged in the same case is Chow Chak-kwan, 35, operator of Community Health Physiotherapy Centre (CHPC).

The trio, currently on ICAC bail, will appear at Eastern Magistracy at 9:30 am tomorrow (Friday) on a total of three counts of conspiracy to defraud.

Two of the charges allege that Chan and Chow had conspired together to defraud AXA by falsely representing that two clients of the insurance company had received treatments at CHPC on specific dates, and thereby causing AXA to pay compensation totalling $ 8,050 to the two clients.

The remaining charge alleges Chow and Yeung of conspiring together to defraud AXA by similar fraudulent means in relation to a third client, causing AXA to pay a compensation of $1,400 to the client.

The alleged offences took place between November 11, 2005 and June 30, 2006.

The case arose from a corruption complaint. Subsequent ICAC inquiries revealed that the above clients had not received any treatment from CHPC on the dates as stated in the CHPC receipts submitted to AXA in support of the insurance claims.
