Shatin District Councillor charged over alleged false claims of operating expenses

A member of the Shatin District Council was today (Wednesday) arrested and charged by the ICAC for allegedly making false claims of expenses for the salary of his office assistant.
Stephen Fong Chun-bong, 36, will appear at Shatin Magistracy at 9:30 am on Friday (July 6) on two counts of fraud.
The ICAC investigation arose from a corruption complaint. Inquiries subsequently revealed the alleged fraudulent claims.
The charges allege Fong of falsely representing in two Operating Expenses Allowance Reimbursement Forms that he had paid his office assistant $7,000 respectively for the months of April and May 2006.
Fong, with intent to defraud, had allegedly induced the Secretariat of Shatin District Council to reimburse him the said sums.
The alleged offences took place on April 25 and May 26, 2006.
ICAC inquiries revealed that Fong in fact had not paid his office assistant the said salary as claimed.
The defendant has been released on ICAC bail, pending his court appearance on Friday.
