Seven charged for alleged perversion over 'stand-in' arrangement in traffic offences

The ICAC today (Tuesday) charged four taxi drivers for alleged perversion in arranging for other people to stand in for them to face police prosecution for speeding and other traffic offences.
Three other persons, who had allegedly acted as scapegoats in place of the taxi drivers, were also charged.
The defendants are: Yeung Wai-cheung, 49; Lui Wai-lun, 47; Ho Sum; 51; Lee Hung-kee, 50; Tsang Chi-sum, 44; all taxi drivers. The other two defendants are Wong Chong-shing, 43, merchant; and Law Kun, 47, operation theatre assistant of a hospital.
They will appear in Kowloon City Magistracy at 9:30 am on August 16 (Thursday) in five separate cases.
The investigation arose from a corruption complaint. Subsequent ICAC enquiries revealed the alleged stand-in arrangement.
The defendants face a total of ten counts of conspiracy to pervert the course of public justice.
Yeung, Ho, Lee, and Tsang are alleged of respectively conspiring with other persons to pervert the course of public justice by allowing others to falsely represent themselves as the taxi drivers who had committed various traffic offences.
Wong, Lui and Law are alleged of conspiring with other persons to pervert the course of public justice by falsely representing themselves as the taxi drivers who had committed various traffic offences.
The alleged offences took place between January 2005 and August 2006.
The defendants have been released on ICAC bail, pending their court appearances on Thursday.
