Four more charged for alleged fraud and dealing with crime proceeds in property agency case

Four more persons, including a former general manager of Centaline Property Agency Limited (Centaline), have been charged by the ICAC for alleged conspiracy to defraud and dealing with crime proceeds, following the prosecution of two others earlier this y ear.

The defendants are Poon Chi-ming, 44, former general manager of Centaline; Lau Sau-yu, 37, estate agent of Centaline; Elaine Chan Yee-ling, 40, former estate agent of Centaline; and Chan Ka-si, 46, director of Classic Look Limited.

Poon faces two charges of conspiracy to defraud, while Chan Ka-si has been charged with two counts of dealing with property known or believed to represent proceeds of an indictable offence. Lau and Elaine Chan each faces one count of conspiracy to defrau d together with Poon.

The defendants will appear in Eastern Magistracy at 9:30 am tomorrow (Tuesday).

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offences.

One of the charges alleges that between March 8 and 22, 2006, Poon and Lau had conspired with other persons to defraud Centaline.

They are alleged to have falsely represented to Centaline that Tommy Electric Company (Tommy Electric) was entitled to a referral fee in a property transaction, namely the purchase of The Aegean, Tuen Mun, thereby causing Centaline to pay the referral fee of $331,707 to Tommy Electric.

Another charge alleges that between September 26 and October 6, 2005, Poon, Elaine Chan and another person had similarly conspired together to defraud Centaline in another property transaction in relation to a premises in Fa Yuen Street.

The remaining two charges allege Chan Ka-si of dealing with two sums of money, namely $518,645 and $515,000, on November 19 and 22, 2005 respectively, which represented the proceeds of an indictable offence.

Arising from the same investigation, Chan Ngan-lau, former general manager of Centaline, was earlier charged by the ICAC with one count of offering an advantage to an agent, while Ho Wai-jon, general manager of Li & Fung (Trading) Limited, faced another c ount of agent accepting an advantage.

The four defendants charged today have been released on ICAC bail, pending their court appearances tomorrow.
