RTHK disc jockey admits fraud over script-writing fees

A disc jockey of the Radio Television Hong Kong (RTHK), charged by the ICAC, today (Wednesday) admitted at Kowloon City Magistracy his role in a fraud in relation to script-writing and research services payments.

Leung Ka-fai, 35, pleaded guilty to one count of conspiracy to defraud.

Magistrate Mr Peter Law Tak-chuen adjourned the case until November 7 for sentence, pending background and community service order reports. The defendant was granted cash bail of $5,000.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the offence of conspiracy to defraud.

The court heard that at the time of the offence, the defendant was a disc jockey of Gameboy Roland , a radio programme produced by Radio 2 of RTHK.

Around July 2001, the defendant told his sister, Leung Wai-ka, that a freelancer of RTHK had provided script-writing and research services for the radio programme. But the freelancer could not use her name to make the claims.

The court heard that the defendant requested his sister to falsely represent to RTHK that the above services were rendered by her, and that she was entitled to the service payments.

Leung Wai-ka also gave her bank account number to RTHK for receiving the service payments.

In fact, she had never provided any script-writing service or research work for RTHK, the court heard.

Between September and November 2001, the defendant caused to submit three payment claim forms to RTHK, which purportedly showed that his sister had provided either script-writing or research services for the radio programme on three occasions.

As a result of the false representations, RTHK had effected three payments totalling $10,600 into the bank account of the defendant’s sister, the court was told.

The prosecution today offered no evidence against Leung Wai-ka, who was earlier charged for her role in the fraud.

The prosecution was today represented by prosecuting counsel Walter Lau, assisted by ICAC officer Alice Wong.
