Businessman charged for alleged bribery and fraud over sale of units at URA residential project

The ICAC has charged a businessman for alleged bribery and conspiracy to defraud in relation to the sale of units at The Merton, a residential project of the Urban Renewal Authority (URA) in Kennedy Town.

Russel Hui, 49, faces one count of offering an advantage to a public servant, contrary to Section 4(1)(c) of the Prevention of Bribery Ordinance, and one of conspiracy to defraud under the Common Law.

Co-defendant Mok King-yu, 49, business partner of Hui, has been jointly charged with the conspiracy offence.

The defendants, currently on ICAC bail, will appear in Eastern Magistracy at 9:30 am tomorrow (Friday) for mention.

The bribery charge alleges Hui of offering an office or employment of landscape consultant to an executive director of URA on November 28, 2005, as a reward for assisting Hui in the transaction of business with URA.

ICAC investigation revealed that the URA executive director had rejected Hui’s offer.

The conspiracy charge alleges that on January 7, 2005, Hui and Mok had conspired together and with other persons to defraud the Collector of Stamp Revenue.

Hui and Mok are alleged to have dishonestly concealed the existence of sales by a company in respect of four units of The Merton in Kennedy Town New Praya, thereby causing the Collector of Stamp Revenue to levy less stamp duty than it was entitled to.
