Man charged for alleged voting offence at Sha Kong Wai VR Election

A registered voter of the 2007 Village Representative (VR) Election has been charged by the ICAC for allegedly committing a voting offence in the VR election for Sha Kong Wai in Yuen Long.

Mok Man-hing, 47, will appear in Tuen Mun Magistracy at 9:30 am on Wednesday (January 30) on one count of engaging in corrupt conduct with respect to voting at an election, contrary to Section 16(1)(a) of the Elections (Corrupt and Illegal Conduct) Ordina nce.

The charge alleges that on February 4, 2007, the defendant had engaged in corrupt conduct at the 2007 Village Representative Election (Resident Representative) for Sha Kong Wai in that he voted at the election knowing that he was not entitled to do so.

The defendant is alleged to have made a false declaration that he had been a resident of Sha Kong Wai for the three years immediately before registering as an elector.

On the polling day on February 4, 2007, Home Affairs Department staff had reminded electors that if anyone of them had moved out from the village, he or she would be disqualified to vote, and that it would be an offence if the elector voted in the electio n.

ICAC investigation revealed that Mok had allegedly moved out from Sha Kong Wai since late 2003.

The defendant has been released on ICAC bail, pending his court appearance on Wednesday.
