Former legal manager of MTRC charged for misconduct over consultancy services

The ICAC has arrested and charged a former Legal Manager-General of The MTR Corporation Limited (MTRC) for alleged misconduct in public office in engaging a consultancy company to provide services to MTRC.
Teresa Cheung Chi-ying, 51, will appear in Kwun Tong Magistracy at 9:30 am tomorrow (Tuesday) on one count of misconduct in public office, contrary to Common Law.
At the time of the alleged misconduct offence, the defendant was employed by MTRC as Legal Manager-General of the Secretarial and Legal Department.
The charge alleges that between March 10, 2006 and February 12, 2007, the defendant, in the course of her public office, had wilfully misconducted herself without reasonable excuse or justification.
The defendant is alleged to have engaged the consultancy services of a company operated by her younger brother, without declaring a conflict of interests arising from their sibling relationship.
The defendant is also alleged to have authorised payments of consultancy fees to the company, causing or with intention to cause MTRC to pay a total sum of $436,000 to the company.
The defendant has been released on ICAC bail, pending her court appearance tomorrow.
