Noodle chef jailed for bribery

2008-4-9

A noodle chef was today (Wednesday) sentenced to two years' imprisonment at the District Court for accepting advantages from a flour supplier for placing purchase orders with the latter.

Mai Jin-yun, 60, noodle chef of Ying Kee Noodles Factory Limited (Ying Kee), was convicted of two counts of agent accepting advantages, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance.

In passing sentence, Deputy Judge Albert Wong Sung-hau remarked that corruption was a serious offence which warranted a jail sentence as a deterrent.

Mai was also ordered to pay a restitution of $92,000 to Ying Kee.

The court heard that Mai joined Ying Kee in early 90s and was responsible for the daily operation of the noodles production department, including scruitinising the quality of flour products from various suppliers and recommending suppliers to Ying Kee.

On Mai's recommendation, Ying Kee began ordering flour products from Yan Wo Trading Company Limited (Yan Wo) on a daily basis since 2001.

The court heard that Mai had accepted a monthly bribe from the operator of Yan Wo for placing purchase orders with the latter.

ICAC enquiries revealed that between February 1, 2002 and March 12, 2007, the defendant had received a total of $198,250 from the operator of Yan Wo through his personal bank account.

The prosecution was today represented by Government Counsel Anthony Chau, assisted by ICAC officer Chris Chan.
