Kwai Tsing District Councillor and assistant charged for alleged false claims of expenses

A member of the Kwai Tsing District Council (KTDC) and his assistant have been charged by the ICAC for allegedly making false claims of reimbursement of expenses totalling over $109,000 from KTDC in relation to various activities organised by non-profit m aking organisations and a mutual aid committee.

Leung Kwong-cheong, 52, a member of KTDC, and his assistant Fanny Leung Hoi-yee, 34, have been jointly charged with 16 counts of fraud. Leung Kwong-cheong alone further faces five fraud charges.

They will appear in Tsuen Wan Magistracy at 9:30 am tomorrow (Wednesday) for plea.

The defendants were earlier arrested by the ICAC during a corruption inquiry.

The 16 joint charges allege Leung Kwong-cheong and Leung Hoi-yee had falsely represented that a company had provided the services as described in 16 receipts, and with intent to defraud, induced KTDC to pay a total of $84,940 to seven non-profit making or ganisations and a mutual aid committee.

Five other fraud charges allege Leung Kwong-cheong of having falsely represented that the above company had provided the services as described in five receipts, and with intent to defraud, induced KTDC to pay a total of $25,000 to another non-profit makin g organisation.

The non-profit making organisations and mutual aid committee concerned were Kwai Chung West Healthy Seniors, West Kwai Chung Women’s Association, Kwan Fong Club, Kwan Fong Cantonese Operatic Society, Kwai Shing Cantonese Operatic Society, Kwai Shing Sing-A-Long, Shing Yin Club, Tsing Kwai Drama Workshop, and Shing Keung House Mutual Aid Committee.

The above alleged offences took place between October 2003 and January 2007.

ICAC enquiries revealed that all the above receipts were allegedly false, and that the company concerned had never provided the services stipulated on the receipts.

Had KTDC known that either the claims or their supporting receipts were not genuine, it would not have approved the applications for reimbursement.

The defendants have been released on ICAC bail, pending their court appearance tomorrow.
