Six charged for alleged bribery over frozen food supplies

Five chefs of four restaurants serving Western food and a director of a frozen food company have been charged by the ICAC for allegedly conspiring to accept and accepting illegal rebates in relation to the provision of frozen food supplies to the restaura nts.
The defendants, who were charged in two separate cases, were arrested by the ICAC during a corruption investigation in May this year.
In the first case, the defendants are Chau Yau-yu Gordon, 48, director and shareholder of Candie’s Food Supplies Limited (Candie’s); Chong Fei-lop Philip, 39, former head chef of FINDS in Central; Chan Shu-kei, 35, head chef of FINDS; and Lee Ho-cheong, 33, head chef of FINDS Café'e9 N Bar in Tsim Sha Tsui.
Chau, Chong and Chan face a joint charge of conspiracy for an agent to accept advantages, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance (POBO) and Section 159A of the Crimes Ordinance; while Chau, Chong and Lee were charged with a sim ilar conspiracy offence.
One of the charges alleges that Chau, Chong and Chan had conspired together for Chan to accept illegal rebates as rewards for placing purchase orders for food of FINDS with Candie's.
The other charge alleges Chau, Chong and Lee of having conspired together for Lee to accept illegal rebates as rewards for placing purchase orders for food of FINDS Café'e9 N Bar with Candie’s.
The alleged offences were said to have taken place between April 25 and May 7 this year.
ICAC enquiries revealed that the alleged illegal rebates amounted to about five per cent of the value of purchase orders from the restaurants.
In the second case, the defendants are Tam Chi-hung, 32, head chef of Caramba Mexican Cantina; and Chan Man-wai, 47, executive chef of Coyote Bar & Grill, each facing one count of agent accepting an advantage, contrary to Section 9(1)(a) of the POBO.
Tam is alleged of accepting about $110,000 from Chau Yau-yu Gordon between August 2000 and April this year as rewards for placing or continuing to place purchase orders with Candie's.
Chan is accused of accepting sums of cash from Chau between May 2005 and May this year for a similar reason.
The defendants, currently on ICAC bail, will appear in Eastern Magistracy at 9:30 am tomorrow (Friday) for plea.
