Four charged for alleged voting offences at VR Election

The ICAC has charged four persons in three separate cases for allegedly committing voting offences in the 2007 Village Representative Election (Resident Representative) for Lung Yeuk Tau in Fanling.
In the first case, Tang Hong-sang, 58, and his wife, Yiu Yuk-chun, 56, each faces one count of corrupt conduct with respect to voting at an election, contrary to Section 16(1)(a) of the Elections (Corrupt and Illegal Conduct) Ordinance.
The charges allege that on January 20, 2007, Tang and Yiu had engaged in corrupt conduct at the said election in that they voted at the election knowing that they were not entitled to do so.
It is alleged that the defendants were not residing at San Uk Tsuen in Lung Yeuk Tau at the time they voted at the election.
ICAC investigation revealed that the defendants had allegedly moved out from Lung Yeuk Tau since 1992.
In the second case, Tang Hong-kwan, 46, faces a similar charge. ICAC enquiries revealed that he had allegedly moved out from Lung Yeuk Tau since 2004.
Facing a similar charge in another case was Tang Man-kim James, 33. He had allegedly moved out from Lung Yeuk Tau since 2005.
On the polling day on January 20, 2007, Home Affairs Department staff had reminded electors that if they had moved out from the village, they would be disqualified to vote, and that it would be an offence if they voted in the election.
The defendants, currently on ICAC bail, will appear at 9:30 am in Fanling Magistracy tomorrow (Thursday) for plea.
